Joe Mazzarella is the former President, Chief Operating Officer and General Counsel of Mutualink, a technology company that has developed the world’s most advanced multimedia interoperability platform that bridges voice, radio, video, sensors, and data into a dynamic real-time collaboration platform that is network and system agnostic. He has over 100 U.S. and international patents spanning communications systems, no-code, machine vision, drones, bio-sensors, IoT, virtual power plants, wearable computing, and more. He has led product development, engineering, operations, marketing and sales. His career includes serving as director of a KSI, Inc. Virginia, a leading wireless location company acquired by Liberty Media company, and President and General Counsel of Connecticut Telephone.

He has been involved in over $2 Billion in finance and M&A transactions over his 30-year career, including equity and debt raises. He was named one of the Top 25 lawyers in New England by Massachusetts Law Weekly. He has architected government relations appropriations and policy initiatives at the federal and state levels and has experience with government-funded research and contracting. Mr. Mazzarella is an active speaker and expert on AI regulation and policy and also serves as Special Counsel to the national law firm, McCarter & English.

He also serves on corporate boards, including currently Topical Biomedics, a biotech company, and is an advisor to Rosenzweig Center for Rapid Recovery, a mental health organization that has developed novel a efficacious protocol to treat anxiety and stress disorders.
